Scammers are always seeking different ways to exploit the weaknesses of any system. This is why we should always upgrade our security knowledge. There are many materials on how to handle our wallets and protect them from these criminals both within and outside the forum. Members always raise the alarm if they suspect or are aware of any latest scam or phishing activity. We have to take full responsibility for our security because it depends more on us than others. 

Another thing we must make sure to pay attention to is the way we behave as if we have arrived or knows everything, this is for those under the category of being controlled by being overconfidence, they may thing they knows everything and feels relaxed, while the scammers are moving up and down to get the latest updated to serves as a vulnerable point to attack those that have loose guard themselves, we have to keep learning just as we cant afford to stop growing, just as you've pointed out in this.

We need to find solutions how to stop scammers, hackers and criminals
But the sad reality is that we cannot stop scammers, criminals as you have said above. Generally there are hackers in the internet and hackers have been in existence before they advent of cryptocurrency. But the existence of cryptocurrency has aided the job of hackers such that it does not appear difficult again for them to hide the funds when they succeed to steal it. Cryptocurrency is characterized by scam, the best we can do is to learn how not to fall victim to scams. But stopping scam is something that is unachievable, no matter the level of security and enacted laws.
These scammers are most times smarter than their victims because they are innovative, looking for new ways to scam. What we really need to do is to learn how to counter their strategies as they invent them.
