I'm a new user in this forum, I haven't been active here for a long time so I don't know much about one thing. Basically I find that many people qualify by looking at the quality of the post, but what if I were to qualify a user?
 I basically don't know how the merit is given to another user from where it is given it would be greatly appreciated if someone could help me. Can I provide merit?

Welcome to the forum, you are a new user, so maybe you don't have a good idea about this merit share. Anyway OP I am giving you the full point how you can share the merit to another user by looking at the quality and merit of the post.  
° First of all you have to go to Merit option, then you will understand the matter better.
° And then select how many merits you want to give him and click send option, only then you can give merit to another user.

Of course, you can share merits as I see you have few sMerits in your profile if you want you can provide them. You may only have a few merits, so you can share your sMerits with a small number of people, and then they will increase again if you re-earn merits, and then you can give the increased sMerits to another user.

If I understand you correctly, you are asking what criteria you should use in giving merits to other users; It's all down to your personal discretion.
Quality is subjective to you, so take your time to read through the forum and learn from others, whichever post impacts you the most and stands out are those you should merit. I'll advice you spend little smerits at a time as you learn to use the feature so you don't max out quickly.

You can equally click  HERE to see Theymos' thread about how the Merit system actually works, you're already know that merits are rewarded to posts you consider to be quality enough and worthy of meriting, same applies to when others deem your posts merit worthy.

Just go through the thread and find out everything you need to know about how the merit system works here.

You can share Merit with other users' posts as long as you have sMerit. the number is limited because you are not a Merit source.
When you see a post that you think is appropriate for you to give Merit, you can press the Merit feature as shown in the image mentioned in the post above.
After that, you will be directed to a display where you will be told information regarding the Merits you have and the number of sMerits you can distribute.
then you just need to fill in the Merit amount and send it. it's actually simple to learn.

You don't need to call yourself a newbie anymore because you have already spent a lot of time on this forum and are very experienced already. Many times many things are unknown despite having experience maybe this thing was unknown to you which you have brought here in point form for everyone to know.

It totally depends on you if you want to give merit to any post. Because if you can learn or know something related to cryptocurrency from a post even if that post is informative then you can give merit to judge that post as per your wish. Actually merit is given to prove the merit of any post. But you can't just give merit because you need sMerit to give merit. You will have an sMerit through two merits i.e. if you have,
2 If there are two merits then it will be 1 sMerit.
4 If there are two merits then there will be 2 sMerits. Simply put, an smerit will be generated on your ID through even numbers.
