Wallet with Coin control and dust control solves all these without breaking a sweat.
I tried searching and you are right, looks like that feature already exists. I found your thread on Nigeria board too, but i can't see any for electrum wallet since i'm currently using it.
There was post about that so I didn't think it was necessary to creat another one. Electrum wallet does not have the dust attack feature, you just have to use the coin control feature to freeze the dusted address till infinity.
It's very easy to use coin control feature on electrum.
Go to "Coins" tab to see all your UTXOs.
If "Coins" tab is not available, click on "View" at top of the window and check "Coins".
If you don't want a specific UTXO to be used for your transactions, right click on it and select "Freeze coin". Select "Freeze address" to freeze the UTXO and all other UTXOs received on the same address at once.
Whenever you want to make a transaction, the coins that have been frozen can't be spent
