Well it's true that if a country wants to be draconian against online enterprises they can very well be. For instance, in most developed countries it's easy to play in an online casino that would be considered non-licensed by local laws just by buying crypto and some DNS change. But think about New York for example. New Yorkers have it very hard for them as they have little to no access to legal crypto exchanges. If a country wants to restrict access to them regardless of collateral damage they can do it by cutting off the funding methods.
