Option 1

Spend through your counterparty

Your counterparty can be the end destination for your payments, or they can serve as a network node through which you can pay other parties such as merchants, apps, or games. Using payment channels for this purpose is called routing

Option 2
Ask another Lightning user to open a channel to you
When another Lightning user opens a channel to you, they fund the channel and all of the coins start out on their side of the channel

Option 3

Swap Lightning BTC for on-chain BTC
Options 1 and 2 are only executed between you and your counterparty via off-chain Lightning payments. You also have the option to purchase additional capacity (Option 3) by spending some of your lightning balance (off-chain) while returning that to yourself via on-chain bitcoin.

That official swap server "swaps.electrum.org" is maintained by the main developers.
If there's an issue with the server, they are the only one who can troubleshoot it.

Try again after a few hours or day and if it's still the same, you can post it as a new issue so they can check if the swap server is working.

Or try to check if the issue is at your end by using other ISP.

You need to target capacities according to your projected use-case.
e.g.: if you will be receiving more than sending, then allocate more receiving than sending capacity.

Uhh.. It's in one your screenshots, open the one that is showing your channel. (the first link maybe)
Your sending and receiving capacity is displayed as "Can send" and "Can receive".

Or are you talking about ThunderHub?
If so, that should be asked in a new topic in the board that I've mentioned.

That suggestion depends on your needs, I didn't directly said to increase your receiving capacity.
If you think that your current receiving and sending capacity are enough, then it's already good.

It was probably just your connection to Electrum's official swap server or a temporary issue in the server. (as seen in the screenshot)

It should be noted that you need to send some small transactions to activate the receive transaction.

Sending a small amount has nothing to do with being able to reverse-swap (Send LN -> Receive on-chain) since all it needs is enough sending capacity on your channels.
And your on-chain wallet isn't limited by you channel(s) on how much it can receive from the reverse-swap.
