If you have talent in the crypto field and are able to build a blockchain project, I think there will be many countries that you can visit and accept you, especially if the country is familiar with crypto. It will be very easy to build a business in a country where there is not too much competition.

Leaders can change. The thing we should look at are laws and taxes, they too change but at a slower pace and they don't have a strong shift like the ideology of leaders. There are places that provides cheap taxes and not so strict economic laws. Dubai is an example, there you can have any shady business, launder your or others money, use scammed, hacked or exorted money and get away with that. I don't support illegal ways of making money but if you are into it, safe haven like Dubai would provide you a good platform for fraction of taxes.
