Seriously, it would probably depend on how you did it.

Setting up your own power plant and getting coal / oil / natural gas / whatever to run it means that there is that much less of said resource for the rest of the country to use and would drive those prices up.
Go out and buy a few acres of solar panels, probably not as big a deal.

The question really is, why bother, flipping off the government never ends well.

Yes and no, it all depends on the law, do they ban the activity of mining no matter what, or do they ban the usage of said resources to mine bitcoin?
Besides, it might not even be a crime but classified as a violation, like a speeding ticket or littering.

A violation you said. You know how to play with words. Judging from OP view, I don't see it as a crime because the miner is using his own personal electricity generated and not the government own, moreover the cost or bill is on him. I can't see a government ban Mining because of Electricity requirements when we can still do without electrical sources.
Please we also need to know the context of Mining you are talking about wether it is gold, coal, or Bitcoin for proper view of what you mean, OP. Because in my country mining of gold is a crime with jail terms but Mining of Bitcoin is nobody's business or any punishment attached.

I'm sure the answer is in what is illegal: MINING or using government electricity for mining. I'm sure you can't generate enough electricity on your own for serious mining. But I can offer you an original protest against this law. Connect some bikes to a generator and mine coins on green electricity. Wait for your government to react

If mining is declared illegal in your country then it is illegal whether you use the electricity provided by the government or create your electricity.

Let me give you the perfect example, if Marijuana is considered as illegal where you live then growing it in your backyard and consuming is still illegal isn't it?

If mining is declared illegal in your country then it is illegal whether you use the electricity provided by the government or create your electricity.

If I were him, I would read what the legislation of his country prohibits. In Russia, mining in the residential sector is also prohibited, because for the household energy system this is a large load, but in industrial locations it is legal for mining.

Well, the thing is, how can you make your own electricity in order to supply your mining rig or mining equipment? You will have two main problems regarding that: first, the cost of making a machine or whatever in order to create your own electricity. I bet it will cost more than what you can mine with the little electricity you will get or produce. Second, will the electricity be enough to power your mining rig? I think not, unless you will make powerful equipment or plant in order to produce the necessary electricity. I think it will not be illegal because it is your own property. The government doesn't have any say in the property of an individual, but of course they know that you can't produce enough electricity even if you make your own. So you only have two choices: make your own electricity with huge expenses or just stop mining. It's up to you, but I never heard of a miner that creates its own electricity.
