Would you mind trying to hold the IP reset button and then release it after 5 seconds if the light still not lights on try to scan it first with an IP scanner or the tool came from Bitmain check the guide below

Or if you have an SD card try to boot it with Braiins OS.

you mention no eth light.

try a known to be working eth cable.

if the eth lite flashes the cable is the issue.

once you see a flashing eth lite

If you can not  find the  miner then try reset.

Did it ever work while you had it?

If you got it used and it's not working then we have one more unknown. If it was working then stopped we at least know that it was good at some point.

I was going to ask you if you had another S9 available to swap the control board and try to isolate the source of the problem... But if you've already ordered one, I guess not.

Have you tried putting another firmware (I think of Braiins in this case) via the sd port of your control board?

Try to reset it using ip report button (the black one infront of the miner).

While the miner is on, press the button, turn the miner off by unplugging the power source without letting go of the ip button, hold the button still and power the miner back, keep pressing the button for 5 seconds and then let go.

You mentioned above that you have another miner but what unit model?

If it's also an s9 unit then why not try to swap the control board to make sure if it's a control board issue or power supply?

After confirming that it is a control board issue there's another way to revive this via software if the issue is software this should be work but if not you don't have other choice but to buy a new one.

Here's the guide that I'm talking about
