We the people govern exclusively by consent of the governed, which means voluntary individual permission. All emancipated people assign anyone which could be their self as a direct representative. This authority is re-assigned repeatedly until ending with diplomatic leaders, who are encouraged to form intentional communities that may form alliances of larger-scale cooperation.

The golden rule to treat others as one would treat them self is a care for all that leads to fairness. With such interaction of care, fairness emerges as equal opportunity. A principle emerging from our natural sense of fairness is that one needs permission as consent before touching their body or their things. These core principles of morality lead to the principle that government is by consent of the governed. The strongest consent is explicit permission such as a signed written contract. A Cooperative Republic is governance based on individual permission to share one's resources and control with others.

Conflicts among people demand our constant attention. This is why negotiations are a mandate of nature. We are not born civil, it is learned. A passionate learned person can better comprehend complex interactions to bring civil harmony to the chaos of human nature. People who have dedicated time according to their passion of civility are better suited to negotiate and govern, which is why is is wise to find a qualified person who dedicates their time to learning the philosophies of civilization, and the complex communication skills of diplomacy, to represent you as a representative diplomat.

Civil people don't attack each other. A principle that reduces violence is to only allow violence to stop others that initiate violence. This is also called non-aggression principle (NAP). For negotiations, this means that only self-defense can be negotiated by threat and all other governance such as roads must be negotiated with civil dialogue only. Voting is an option for consensus-building, forming compromises when ethical to do so, and decision-making, but is not itself a source of authority. Resource allocation is generally expected to be by full consensus. One conflict resolution method encouraged is for people to develop local intentional communities, moving to places where people share their specific set of virtues and values.
