From my experience working in Blockchain industry as a graphic designer and I talked to some marketing leader, most of them are from small scale project so I could only vouch for small scale project, their marketing budget ranges from $100,000 in small-scale campaigns to over $500,000 in the case of more spread-out campaigns. Bigger project that already established large scale company may put upto millions of dollar for marketing fund. Influencer marketing, network ads, and press releases will take up a great deal of this, since these avenues offer the quickest way to build trust and awareness. For running crypto-targeted ads, CoinTraffic and Adshares are some of their choosen options, whereas influencer partnerships will help in bringing in an audience with much better engagement. They will also spare some fund to list their coin in CMC or CoinGecko.

In any case, it is relevant to balance high-traffic listings with community-building efforts. Many projects overspend on big-name platforms and do not build a supportive community in return. Maybe a better way could be influencer partnerships, smaller ad networks, and an active community that drive long-term success.

It doesn't really answer your direct questions, but I've seen an interesting thing about SoMe campaigns, which I would like to develop and share my thoughts.

Nowadays, I would like to outline these platforms if you would like to make your project seen by users:
Telegram: general communication, discussions, announcements, + support. Additionally, I would like to outline the Telegram app, which you can delevelop and create some tasks for users to participate in (earn XP, etc.).
X: Memes, news, announcements.
Discord: Many opportunities; you can combine roles from tasks, etc.

This is pretty much. As I can see, memecoins are skyrocketing; that's why making memes, jokes, and following recent trends may work.

Of course, you can have a Medium page, personal blog, Instagram, TikTok (not sure, ha-ha), or LinkedIn. Hope I've shared something valuable here. Good luck with the marketing!

What I will ask the Op in is what is your aim and goal of the presale promotional budget. We don't know what is in your mind so we can't tell your budget on the project. Are planning foe long term or short term advertisement plan? If you are going for short term, you will still spend $100+ because you have to pay for somethings. And if you are going for long term investment then you shall be budgeting with $100,000+ because you have to pay for designs of banners, signatures, avatar and other things to pay.
And if you are planning to promote your brand it is this forum I advise you to run the promotion and it will be nice you run a long term Promotional service which will make the brand to be knowing very by many people but if you run a short term campaign, people will forget it as soon as possible.
