There's not many solutions I can think about for this & I'm not sure if this has been pointed out before but I've been lurking the forum a lot and I noticed there's countless threads made by relatively new members which seek to compile resources / forum rules, the thing is, by making a single search query, I found a ton of these kind of threads, not only made by new members, but established ones as well. This is definitely not a big issue, but I'm thinking it'd be cool to have a single, collaborative space where this information can be compiled, I see no point in having 300 different threads like that. I also don't understand why new or non established members feel the need to create those threads, when again, it's already been done countless times before. Anyways, I feel like I'm just going on a rant now, but I'm curious what other people have to say about this.

Because they either don't know how to search or are simply lazy enough to ignore search or know all these things but want to create threads to get merit.

Those who enjoy receiving criticism on their topics about the imperfection of their eyes, hands, or mind will regularly create such topics.
Most often, those who rush to announce their arrival in the forum are not newcomers, and if so, they disappear as quickly as they arrived.
Dig into the history of posts of those people who have been on the forum for a long time. They practically do not have such stupid statements about their arrival. Since people who are interested in information on the forum are independent, How do people cope with searching on the Internet? What is difficult with searching on the forum?
However, those who answer topics from feeble newcomers also spread spam, filling dozens of topics with the same answers while posing as people ready to immediately come to the rescue.
But everyone understands that such answers with the same links are the most common filling of the quota signature.
And as long as there are answers, such topics will be created.

Failure to use the forum search feature has been one of the major reasons why people make duplicate threads on the forum of recent, and I'm happy the community has always been active in that aspect, reporting such a duplicate threads to moderators to be either locked or deleted, which I think is the best approach that should be done on any new thread reported and proven to be a duplicate of an already existing thread on the forum. However, there is a few new user I noticed to have been spamming the forum with same topic, of which it seems moderators have been deleting those thread, be but they keep reposting it via using a different account as shown below
