The important thing about this aspect is if a person is using the amount that they can afford to loose to gamble, if a person can afford to loose $30m in gambling, which sounds outrageous anyway, then let him go ahead. If you can not afford to loose $1 then there's no need using it to gamble, that is the summary of the matter for me.
