he uses them as announcements i don't know why he wouldnt want people to comment on them unless he's affraid of negative comments

The being afraid of negative comments is my only thought.....  I don't even bother reading his locked topics, because I assume if he locks it to prevent discussion it's probably not worth using or reading about the service.
