Not surprising, Ukraine is in a total state of chaos with the revolution and now the Russians fucking around in Crimea. Even if there would be a war, it's a state property. So it seems that somebody decided to make some quick money through selling some stuff without being owner... In California it would be enough for 1 year county jail and $1000 fine, for example.
