I don't think this is correct. If you're playing in a legitimate KYC casino, meaning they have a license, they are required to keep your information confidential. I don't think it's intentional in the first place; the reason that your withdrawal is declined is because of violating the terms of the casino ; you will have no issue at all whether you do a KYC or not if you did not break any of their terms, as long as you are confident that you can pass the verification without any issues even if you do the verification later.
Casinos are implementing a KYC later because they want players to test their platforms first; many players have second thoughts about giving their information if they are not sure that this is the casino that they want to play most of their session.

The time I joined Stake, it was possible to a gambler to sign up, deposit, gamble, win and withdraw even up to $10,000 without kyc verification, but they will sure ask for kyc verification if you are withdrawing an amount of money that is above $10,000.

I think you can still use exchanges without KYC, but most of the features will be disabled. You can make deposits, but withdrawal will cause you to verify your account. It is the same for the casinos. You can keep on playing until you reach a certain threshold or you did something that will raise a flag and you account gets limited unless you verify your account.

And no, just because a casino asked you to go through KYC verification, it doesn't mean they wont scam you. If they are there to scam you, they will scam you. They will even steal your KYC data if their intention was to scam people. Play only in well known trusted casinos.

Now, it is possible what you have suggested that you only need to connect your wallet to the site and there's no need for you to comply kyc on the site. As far as I know, no one can implement selective KYC. They are most likely going to get in trouble with the government in that situation. If they are going to apply KYC for one person then it should be for everyone. Disregard the amount of money they are depositing or withdrawing. The rule should apply for everyone. If your statement is true then you can raise a concern about them because it’s unprofessional for a business to require KYC without stating it on their ToS.

In my opinion, doing KYC is not a bad thing. KYC deepens the relationship between an institution and a user. If you want to withdraw money without KYC, they may not let you withdraw. They may scam you. So I don't feel comfortable doing transactions with any institution without KYC.
