I think the obvious answer is the latter. They wanted us to play more with our money and so we go and try to recover from our initial loses. Although I don't think that the rebate is enough for you to win as it is just small compared to what you might have lost already. Unless you are really that lucky that in the first spin let's say in a slot will give you at least good money. But then again, it's the gamblers mentality, if you think that you win and lucky then you will continue to go on until it's too late that you lose everything again. If given the rebate, I'll collect as well since it's free money but if my gambling session is over, I'll leave it in my account and continue gambling with it on a later time. I cannot say NO actually to a good offer. Rebate is a VIP program in recognition of your big deposits wagered on the site. I doubt low income gamblers actually qualify for it.

Usually the rebate you get, you also end up paying again when you try to chase your losses. I do not think you can actually chase your losses from the rebate system maybe it lessens your losses if you stop gambling now but the question is will you stop gambling? No. You will continue to give them money anyway.
