Just like the first user said, no particular country is entitled to any aid, but at the same time, I have always believed that nothing good goes for nothing, i.e people don't do anything for free without a true motive, especially in a case that involves millions to billions of dollars being spent. Africa has always been a major receiver, but in reality, they have what it takes to build their own continent.
This sounds like it is true but I don't think it is. It is not the population of a country deciding how much foreign aid should be given or who should get it. It is a topic that is not very often part of mainstream political debate points. If you asked poor people in the country if the government should be sending out billions instead of giving it to them, they would say no. They have no benefit from this. Politicians on the other hand have many ways of earning their cut from the foreign aid so that is the main reason why they do it.
