This is the reason why, whenever I make any reasonable win, I literally try as much as I can to stay away from gambling within that period of time because I know fully well that I might want to go try my luck to see if I can actually win some good amount again due to the adrenaline rush that I’ll be feeling as a result of that win. OK thanks for explaining what you mean further because I initially misunderstood what you meant by the size of the bet doesn't have any effect on the size of the winning, from your explanation, you are absolutely correct, the person who spend more money in gambling is not always the highest winner, but if gambling was programed in a way that the highest bidder/spender is always the winner, then gambling wouldn't have been gambling but simply a way to make rich people richer.

The poor man will have no business ever gambling because there is absolutely no hope for him, gambling would have been a game of rich people verses rich people for who will spend the highest like we usually see in some casino contest where the gambler with the highest wager is placed in the first position and will eventually win the top prize if no one is able to spend more than him and take the first position from him.
