This country is actually making the right move by seeing gambling as a way to help boost the economy.

While some countries ban the gambling industry, others profit from it. If you think that in countries where gambling is banned, the local population doesn't gamble, you're wrong. Gamblers will find a way to spend their money on bets, but the only thing that matters is which jurisdiction's casino receives that money as profit. Gambling tourism has never ceased to exist.

Contrary to what others think that gambling only destroys lives, if this plan really gets realized it could actually improve lives by creating jobs.

Jobs will be created, and that's undoubtedly a good thing. But the local population will also gamble, as the casino will be within walking distance, and among these gamblers there will likely be those who have "broken lives". Therefore, it's not categorical to claim that gambling will only bring "wealth and prosperity" to local citizens through new jobs.

Local residents will not be targeted, but some of them will still fall into the "risk group".

If the goal is for the tourism sector, the country can manage it with clear regulations. The challenge is the local gamblers in their country. With supervision that might be neglected in certain areas, illegal casinos can also emerge, which will become a place for local gamblers. 
Singapore also offers its casinos as part of its tourism sector. They manage them well and succeed in attracting tourists who come to gamble, or just as a side activity during their holiday. 
Everything will depend on the management and supervision by the government. If it runs well with their promotion targeting tourists from various countries, it must also be supported by regulations regarding entry permits for tourists coming there.

Gambling does improve the economy of the country due to the revenue it receives from collecting taxes from its players.

To cite you an actual example, in the Philippines, the gambling industry is responsible for garnering ~$3.6 Billion worth of revenue in the country in the year 2025, almost a 26% percent increase from the last year's revenue¹, to wit:

While we can argue that gambling can bring enormous amounts of revenue in the country, it is still important to balance the welfare of the society and the revenue measures for the government that will ultimately benefit its citizens.

But if it mostly caters or the target customers for this are the rich locals or foreigners then I believe it would be more beneficial. Average people won't be the one suffering from losses and those rich people have more money to spend in the casino. It could be both a win-win situation for the government and the locals.

The government should also consider banning gambling for locals so they won’t lose money, while tourists who are ready to spend keep casinos profitable and taxes flowing.

You can’t promote gambling to attract tourists and then allow locals to gamble as well, that only defeats the whole purpose.
As much as possible there should be no online gambling, because this is what really hurts locals, especially with low minimum bets that easily tempt people who don’t have much to begin with.

This is a good idea. Monaco have this kind of law that their citizens are not allowed to gamble or even enter on their casino. It’s effective since they generate profit from casino coming from foreign players and at the same time restrict their citizens to be addicted.

We have this POGO that already banned in the PH despite generating huge amount of income. Instead of creating a law to properly regulate them but the incompetent government ban it totally.

This is quite a good move if implemented correctly. Singapore did this too when they noticed a boom in their tourism. Of course, locals in that country are still allowed to gamble and enter a local casino, but they are required to pay a fee/tax by the Government before they can even gamble. Sure, Kazakhstan needs to fund and boost its marketing campaigns first to lure in high rollers to its country, but if it makes the same move as Singapore and enforces strict regulations on possible gambling companies, this could surely help its economy.

Still, they need to tread this new venture carefully, 'cause we all know, when there is sudden revenue growth for a country, corruption may also follow. They would need strong transparency on how the taxes are used to aid with this problem, and harsh punishment for those who may plunder, so no one would ever think of doing it in the first place.

That’s exactly why the government is there, they’re the ones regulating it, and once it’s regulated properly the risks are minimized.

I actually admire countries that know how to use gambling to boost the economy without sacrificing their people. That’s the key, attract tourists to gamble while locals get the jobs and aren’t pushed to play.

We’ve seen this setup before in our country with POGO, those were Chinese operators targeting gamblers in China, the government benefited from taxes, not tourism since it was online, but the tax revenue was still huge. The problem was it wasn’t regulated well, and now it’s banned.

What that is causing illegal gambling sites in a country is because the government of the country make some laws that may not favour gambling sites. But if the government of the countries make favourable laws, there will be more legal gambling sites.

If for example the main goal is to improve the country's economy by creating many jobs then yes I also support the plan, especially if the target audience is tourists, this is a good idea because those who get an increase in income are the people of the country but the victims of the risk of gambling are tourists.

On the norm, gambling have its good and bad sides just like every other activities we engage ourself in, so it depends on how a person or country decide to treat gambling. If a nation decide to make gambling an economically viable business that would boost the economy of the country, thats up to them and very good as well, but then, lets have it at the back of our minds that that will come at the expense of some people.

Are you talking about the development of land-based casinos, yes we understand that but you need to know that not all countries give permission for physical casinos, except for Macao, Las Vegas, Monte-Carlo and Marina Bay Sands, the rest of the government and society do not approve of it.

If you talk about the casino places that I mentioned above, of course you don't need to worry anymore about the economy and employment, they have all that, for that reason, because they don't get official permits from various countries, online casinos are an alternative for the gambling industry.

The job creation that gambling businesses offer as part of revenue it generates isn't just for the people or the citizens of countries who claim to regulate gambling activities. It may be used to help tourists remain attached and eventually settle in these countries where it is illegal for citizens and only legal for tourists per say.
I doubt the citizens don't gamble no matter how good the government tries to make it sound, otherwise how do you create gambling business and run it successfully without having the right knowledge and tricks involved in the game to have an edge over the players?

Take a look from economic angle Kazakhstan plan is responsible and wise because a well structured gambling sector can create jobs,help in growing the economy and attracts alot of money. It's great to be responsible about gambling but it can be the wrong decision when it comes to improving financially. When a state legalizes gambling and encourages gambling, they will suffer the most economically. Whether online or offline, gambling always depends on luck. The government is controlling the gambling industry in these countries. It is good they will generate revenue from the people losing the money to fund the ones working at the casino while also helping the tax effort. Since they are government run, scams will also run less, if any.

It is not all good though, people will be losing money at the same rate. The players will be losing anyway.

I dont think they will ban gambling for locals, because according to my idea it seems like a deterrent to the cash flow from a regular group of possible gamblers.

It's what other countries should do. They should legalize gambling by allocating a special zone for it instead of banning it. Why let money went abroad when they can take benefit on it or even bring more money to come on their country? I believe Kazakhstan is doing it right by allocating special zone for gambling purpose.
Never let money to the country, and try to get more money as much as they can through offering gambling service. More more money, more tax, more job opportunities, and it can create chain effect.

I agree with you to some extent, because I see foreigners coming to my country and actively spending money in casinos. This, of course, will ultimately remain in the country's budget, and in the future, this money can be spent on various improvements to social infrastructure. If gambling business is for attract tourists, gamblers in this matter, that plan can be run. No local people allow to gamble in that area but casino gives opportunities to local people to work as employee. That can improve lives to people who works in casinos and they have more chances improve their lives.

But this idea will have two sides, one is agree and others is not agree. This needs long discussions between them to allow or not the gambling industry in their country. This also needs more research if they want this plan can works better or they need to change some ideas and adapt to the current situation.

It is good to see muslim dominated nation is following what their consitution says, which is secularism so the people are free to choose what they want instead of some countries which imposed complete ban based on religious beliefs.

How can it exactly improve the lives of individual Kazakhs though? I get that more casinos means more jobs open and more taxes but what about the people that don't work in those casinos? Will the potential in government revenue from these taxes be used to fund social programs that would help the people of Kazakhstan? If it doesn't do any of that then how can gambling exactly improve lives? Do you mean by improving their chances of getting addicted. Sure, tourism will be a target for growth but how are we so sure that the locals wouldn't be hurt from it in the future?

Thats right casinos provide more job opportunities and benefit people. They not only create jobs but also provide good revenue for the government. If tourist spots have casinos, they will attract international visitors. The government earns from tourism and gambling revenue, and local people, as well as employees, will also have quite good opportunities. However, they are the ones who benefit from casinos, earning from those who lose their money. Those who lose are the ones whose lives are destroyed. Gambling destroys lives, referring to these individuals who have lost, not to those who are working in the casino.
