I think the available information is not enough to red tag the service. This juat looks a service which can be very hard to win any money.

Regardless, I wouldn't trust you and your prize game. In the first comment, I mentioned some things that I don't like and which I consider to be red flags regarding trust in your intentions.
I understand that you are new and that you might want to do something, but you have the wrong approach. Certainly, as far as I can see, you have limited the possibility of participation to UK residents only. It's not for me on that basis either.

The scam has not happened yet, some users give negative tags as a precaution. But yes, it is certainly up to Charles-Tim to decide.

I see Charles-Tim has changed his feedback so I am going to delete mine. I think it is OK that neutral feedback now, which raises some doubts without assuming that it is simply a scam, so people who read it can decide whether they want to try the service or not.
