what can be done with this I know nothing about how this works. I did check the address on blockchain and it has a balance of almost $800,000.00

You "found" it?  Or maybe I should ask; how much money did the scammer sucker you out of for it?  Because if you purchased the private key, your just wasting your time and our bandwidth.  Nobody who knows nothing about bitcoin randomly finds such text files.  And if you did happen by such information, it's unlikely to be yours.  So, what makes you think anyone here is willing to help you steal it?

If you truly need help with something legitimate, be honest about how you came across this information.

It's encrypted for a reason: So anyone who got his hands on it wont be able to decrypt the private key without the owner's password.
(it's doing its job)

So even if this is legit, there's nothing you can do about it if you don't have any idea what the password could be.
Bruteforcing it requires a significant part of the password to have a reasonable chance even if it'll take years, unless it's a weak short password (which less likely to be the case)

Brutefore isn't cheap either, so if you ever want to try;
make sure that you're going for it because you're actually sure about the information that you will give to the bruteforce tool/service.
Not because you feel it'll work or you'll just waste your time and money (hardware/power) or someone else's.
If someone claimed that he can decrypt it without any hint for an up-front fee, that's a scammer.

AFAIK no Bitcoin wallet software make dump/backup in such format. So assuming it's not fake that you found or bought somewhere on internet, it's probably custom format created by someone else. Without additional detail, such as which encryption algorithm used, how the salt used or total rounds, you can't even begin to attempt brute-force.
