Decentralizing trust system could only create more problems than we currently have.
I do agree that introducing something new to reduce signature spam would be a good idea, but with AI members can bypass almost anything.

A ban would be so much easier

Yes but not all spammers deserve to be banned, and I doubt moderators would be able to ban everyone correctly.
