My question is that " Should governments invest more in disaster prevention rather than disaster recovery ?
Something in between, natural disasters may not be prevented, but they can be controlled and managed to reduce the impact of the disaster, which will also make disaster recovery easier and faster. Some of us are from countries where we don't experience terrible natural disaster expect flooding, which i think is one of the easiest to manage, in countries like Nigeria, it is the most common disaster experienced, we hardly experience earthquakes, which are common in some parts of the world.

Natural disasters can be curtailed but they cannot be stopped from happening. What the government can do in those areas that mostly experience natural disasters is to employ climate scientists who can study the weather and detect when a natural disaster wants to happen. I know that some natural disasters just happen without any sign but for those ones that can be detected before they occur, the government must make sure that they prepare a means to handle the situation when it happens. Natural disasters like Hurricane and flood can be noticed before the happen but you will see some residents still being doubtful till it has gotten worst.
Climate scientist predictions to natural disasters are most often not accurate to some conditions. The best I have seen is Hurricane and that's because it usually fall between heavy rain time. You see Earthquake, wildfire and volcanic eruption, these ones are the worst of them. They happen when you don't expect them and when they want to claim lives, the numbers are unpredictable depending on how it comes with force, it's always unpredictable. I don't know for some people how they so much enjoyed staying in some locations but if I experience any of these three disasters in any place, I'm not going to stay there. There is no best place in the world, there is always give and take but I will rather have a place I can rest over my head and have assurance that I will sleep and wake up the next day instead of having doubts if one is going to happen this year or next, they are unexpected.

No, the government should focus more on fixing the economy. A working economy would already have plans on disaster control, it's not something that has to be invested on.
Even in a good economy or a well-controlled government, a disaster control department could be useful, and whether they work on a better economy or invest separately on this, it is still the same thing because it will at least be something for those who get affected by those disasters. They cannot stop it all, but can establish bodies who can look into future disaster and estimated annual disaster rate. These will help understand the reoccurring pattern of disasters and suggest ways in which the government can bypass it's effects without compromising major economic plans.
Natural disasters can't be predicted, they can only check at weather forecasts or disasters that had occurred previously because of specific weather and then do something to control that as much as possible, but there are a lot of disasters that can come uninvited, and nobody can predict them. It is true that if the government is good, they can at least help those who get affected because of the natural disasters, maybe build back their homes or shops that got destroyed because of a flood or an earthquake, provide them with good and safety when they are homeless, etc.

The government may already be doing Disaster Prevention, it's just that the disaster comes at any time and does not know how big the scale is.
Disasters that can be overcome are floods, then the government can prevent by prohibiting the felling of trees so that the trees can absorb a lot of water, the fact is that now many governments support logging that eventually forests or mountains become deforested, as a result of which certain areas are affected.

My country is experiencing typhoons, super typhoons yearly. We've got their names from A to Z and that in result of it, lots of flash floods, land slides and other negative results that causes people to stop working and economies locally to slow down. Therefore, what usually the local government does is to prepare before those comes but, it's hard when you have to deal with multiple natural calamities like what happened in some parts of my country. Just after a typhoon, there goes the earthquakes. It's hard to recover on that state. My question is that " Should governments invest more in disaster prevention rather than disaster recovery ?
Yes, when it happens often. There's a need for them to invest into it so that they're more into preparation and not to deal with the aftermath of these calamities. It's sad that this is what our government does on this current administration. While local governments have been preparing before it comes, the help from the national government only comes after the calamity. I believe to the saying that " prevention is better than cure".

This tools are very costly and expensive to maintain, so not all government use them. We can't completely blame humans for causing natural disasters. This is because sometimes natural conditions are ripe for disaster, so humans are the ones who control the disaster. In my opinion, it's impossible for humans to want natural disasters to occur, because if they do, everyone will experience the same consequences. Therefore, we can't blame humans for causing disasters through their own planning. However, I agree with this, because the time has come for disasters, and even if someone tried to prevent a disaster from happening, it wouldn't be possible. This is already in place. We, as humans, can only care for nature. Before a disaster occurs, it's better to do what I mentioned earlier: caring for nature to prevent disasters. It would be great if there were tools that could act as alarms for us to be more prepared when there's a warning that we're about to experience a disaster. However, when such a warning already exists, the government must now consider environmental safety to prevent disasters that everyone must experience and avoid becoming victims. It's time to have tools to detect warnings of impending disasters so that those affected can protect themselves with an alarm as a strong reminder. This is beneficial because it's better to be prepared before a disaster occurs than after. I think if we ask the relevant parties, whether they are victims or not, we'll all want prevention rather than recovery, because recovery is always hampered by time and finances, which are the main concerns when a disaster strikes.

Disasters can't be prevented even they're man made. But with the acts of God that comes to our communities, they can't be prevented but the damage that it can be done can be lessened. I think that's the question is all about and its the reduction of its effects to us because once it hit an area, name any disaster, it can harm a lot of lives, livelihoods, businesses, etc. A good leadership can reduce all of its casualties that any disaster can bring to a community.

There is no single answer to this question. Some natural disasters can be prevented, and some cannot. For example, you can build dams to prevent flooding. But it is impossible to prevent a tsunami from an earthquake, as well as the earthquake itself. Or you can prevent a landslide if you plant a lot of trees on the hillside (the roots will strengthen the soil). But it is impossible to prevent, say, a hurricane or a volcanic eruption. Therefore, Governments should allocate money for both damage prevention and damage recovery. Moreover, on the contrary, more money should be allocated for restoration than for damage prevention.

I believe the government is already preparing to prevent disasters from causing major damage to the country, but the question is whether their plans will be effective. Invest more in disaster prevention will bring the recovery cost more less than ignoring the disaster preventation. However, we should also understand that many natural disasters are unpredictable so their impact cannot be eliminated completely only reduced. Disaster recovery is unavoidable but without proper prevention it will place a heavy burden on the country's budget and government doesn't want that to happen. Climate change is making many natural disasters more frequent, disrupting the growth of the countries.

The government can only create the possibility of reducing the damage as a disaster prevention measure, the government cannot take complete disaster prevention measures. To prevent floods, the government can reduce the intensity of floods and the possibility of damage by digging canals and widening rivers, but these measures cannot completely prevent flood damage. The same is true in the case of drought, the government can arrange more irrigation in the face of drought, but its irrigation system is not enough to control drought throughout the country. But, yes, government should still try possible means natural disaster effect will be minimised or not happening at all, but some are beyond their power.
The government just can not do it alone the citizens do need to have a sense of responsibility as well in the process of natural disaster prevention and minimisation. Like in most third world nations where we rarely or have never heard of the occurrences of earthquakes, tsunami and tornados, except for floods, the standard is avoiding of dumping of refuse into drainages and canals, not building and blocking of water rights of ways But the attitudes has been in the opposite for many people therefore causing high rising floods that destroys and endangers the environment, farmers crops are not left too which leads to food shortage. All of this has it economic effect to the nation.

Natural disasters can be curtailed but they cannot be stopped from happening. What the government can do in those areas that mostly experience natural disasters is to employ climate scientists who can study the weather and detect when a natural disaster wants to happen. I know that some natural disasters just happen without any sign but for those ones that can be detected before they occur, the government must make sure that they prepare a means to handle the situation when it happens. Natural disasters like Hurricane and flood can be noticed before the happen but you will see some residents still being doubtful till it has gotten worst.
Climate scientist predictions to natural disasters are most often not accurate to some conditions. The best I have seen is Hurricane and that's because it usually fall between heavy rain time. You see Earthquake, wildfire and volcanic eruption, these ones are the worst of them. They happen when you don't expect them and when they want to claim lives, the numbers are unpredictable depending on how it comes with force, it's always unpredictable. Of course, the natural disasters you just mentioned cannot be detected by a climatologist because they happen abruptly without clear warnings. I am precisely talking about those ones that before it happens, there will be clear indication that they will soon happen. I don't know for some people how they so much enjoyed staying in some locations but if I experience any of these three disasters in any place, I'm not going to stay there. There is no best place in the world, there is always give and take but I will rather have a place I can rest over my head and have assurance that I will sleep and wake up the next day instead of having doubts if one is going to happen this year or next, they are unexpected.
This is the fault of the government; you can't blame residents who still risks their lives in an area where they know that natural disasters can happen at any time because most of them are poor and can't afford to move to a new location and start a new life. What the government should do is to evacuate them to a safe environment and give them housing because it is not their fault that a natural disaster displaced them from the place of settlement. If you check those people who still live in an area that a natural disaster has happened, they are mostly average and poor people, you won't see a wealthy person living there.

Governments should invest more in disaster prevention rather than disaster recovery because prevention will always be better than cure, but unfortunately in our case it's a disaster: corrupt department heads and politicians connive to steal infrastructure projects intended for flood control. Billions of taxpayers' money goes directly to these corrupt people, which is why floods continue to be a huge problem in our country, because there are no finished projects, only on paper. This greatly affects farmers' production and the workforce in the manufacturing industry. Flood control projects scandal in the PhilippinesI think government should invest in both. They should invest more in disaster prevention and recovery efforts because natural disasters cannot be completely prevented, and many cannot be predicted even with careful preparation beforehand. If I'm not mistaken, the Philippines is one of the most unfortunate countries because its geographical location exposes it to most of the types of natural hazards that exist on the planet. So in that case, your government should even invest more in disaster recovery rather than focusing only on prevention.

Government will not just invest in disaster without invest in other sector in the country, every sector in the country is what government will invest into because if people are enjoying agriculture in the land other sector like hospital, market, school, and industries too will be celebrating the government for their involvement and it will make the country economic a standard economic that will make the country more popular, but any government that will fail not to take climate serious, it will cost their agriculture and other things to collapse and cost inflation in the land.

• It increases crops failures , reduces food production and increase food prices. • Governments ought to spend more on renovation and rebuilding roads , bridges and public services. • Businesses may close partially or permanently after disasters.

Government should put more focus on disaster prevention as compared to disaster recovery because disaster management is way more effective and less expensive as compared to the dealing of aftermath of a disaster. The government should invest in a proper drainage system and a stronger flood defense system, they should also prevent wildfires and implement an early warning system so that people can be warned and saved from the disaster as early as possible. Every single dollar that they spend on prevention is way more effective than spending thousands of dollars on recovery later on. But there are natural disaster that cannot be avoided by any means, so government should also have proper prevention system. They should have a proper recovery program to help the affected areas and the people over there rebuild their houses or rebuild their businesses, so government should focus on both approaches in a balanced way
