Sometimes your country may not be eligible, sometimes VPN usage is prohibited, sometimes multiple accounts are not allowed and there are many other restrictions.

Luckily though as of lately most casinos have a "VPN" link in their GUI which users can click to see every policy put in place regarding what they accept and what they don't regarding VPN usage. For all other casinos that have no direct link to show you they usually have included it in their ToS-Terms of Service and there a user can find all the relevant explanation regarding VPN usage if allowed or not. It's already well known already that there are casinos that don't allow VPN because of geo-restrictions. So if you are that gambler, and your country is in the list and yet to try to go and bypass it using VPN, they you should have known the consequences already.

I think that all online casinos have long been accustomed to the fact that many users log in via vpn. And the reality is that such online casinos will not block users for changing their VPN from one account a couple of times to countries located in opposite parts of the world. That's not how it's done, and the casino certainly won't think they're two different people. I think this is becoming less and less relevant every day, as the government in almost every country is losing its nerve and making life difficult for ordinary people. A VPN is probably the standard now for most internet users, because without it, you lose access to a huge part of the internet. Casinos aren't interested in destroying their audience (and enriching their competitors), so even if their TOS states that VPNs are prohibited, from my experience I can say that they don't pay any attention to it at all. Naturally, I'm talking about normal projects and not about those that will deceive you and come up with any excuse for this.

VPNs weren't originally designed to bypass government blocking of banned websites. They were created to ensure a secure internet connection.
