Many large data centers for AI around the world are already being built or designed. So the local population will have to put up with this. In any case, the decision on construction is made in the USA, and the government of a third world country has its own commercial interest in this. And maybe... maybe if they are in a good mood, they will take into account the interests of the local population (but this is not certain).
The amount of tax that we are going to make from these- not that I am in the Philippines, but there are some in my country too- not built yet, but talks are going on, but estimates show huge amounts of tax that can be generated from this. And one thing that we requested from the company that wanted to build was to build wind turbines free of charge as well.
So we would allow them to have the land; they are buying the land, and instead of asking for more money, our government basically said, pay a fair price for the land, nothing too excessive, but also give us 100+ wind turbines in places we find fit. This doesn't hurt them either; they would have wind turbines and can make money from that too- nothing that is bad for them. It is something they can literally get rich from; having 100 wind turbines means they will generate more energy than they will need, and they can literally sell that and make money, so it is good for them too. And that way, we could close up one more coal mine, for example. That is how you offset the difference.
