Setting up a large mining rig costs more to do, why do you think they should be getting less? They will automatically be at a loss.
Perhaps everyone can turn into small miners, no need to set up a huge mining operation if there will be no gain or very little, considering the time, effort, and resources it takes to control one.
True. But the idea is to move away from expensive ASICs, into something accessible for all. Like a CPU or GPU (one CPU, one vote). So people would be mining BTC using their CPU like in the early days, while the custom PoW algorithm pusishes anyone with a high hashrate. To strengthen security, Bitcoin can either become a hybrid coin (PoW + PoS) or a multi-PoW algo coin like DigiByte.
Just brainstorming here. This may or may not become a reality in the future. With big miners dominating the network, I doubt BTC will become more equitable in the future.
