Why does the modlog show this inconsistency?
In the screenshot notice line 1 and 5 contain a user ID
Code:
1. Remove topic: ... in topic #5587260 by member #3761342
...
5. Remove topic: . in topic #5589980 by member #3762229
But line 2 and 4 do not contain a user ID, it's just member #0
Code:
2. Remove topic: in topic #5589626 by member #0
...
4. Remove topic: in topic #5590385 by member #0

Also, i guess this is just a new update.

He wasn't sure of his own answer either, but that was about a decade and a half ago.

I'm not sure how they got deleted or why they're listed as being deleted by member #0. Maybe the forum auto-deleted them for some reason.

I checked for those two threads and saw them in the trashcan, they haven't actually been deleted, they are just in a section that's only visible to moderators.
I can't say that's the technical reason, but that's what I have noticed in the modlog with a few other threads like the ones you pointed out.
No users were banned.

When a user is banned they are not banned within any topic which is why topic #0 appears in the modlog.
Code:
Nuke user: N/A in topic #0 by member #554960
So, it can be said that if there is nothing it is #0. Based on that it is possible that moderators are removing these topics and forum keeping their UID hidden in the modlog for their privacy which could be the reason for member #0

What privacy are we talking about here? The forum is a public place and by the time someone made the post, then they knew exactly what they were doing. The post was moved to trashcan because it's unwanted. It's trash. It's almost the same as an unwanted post getting deleted. I don't think that should be the reason to hide the UID

This is one of the posts that was trashed (https://bitlist.co/topic/5589626?sort_by=date_asc). Do you really think privacy is the reason the UID is hidden in the modlog?

I can't say with 100% certainty that forum hide their UID for privacy, but most of the time these topics are removed by moderators. I noticed one thing in the modlog, where it says “BY” it should actually say “USER” I don't know if you have noticed this but when a user is nuked their information appears exactly like this in the modlog.
Code:
Nuke user: N/A in topic #0 by member #554960
Here “by Member #554960” mean member #554960 is banned not that the user is banned by member #554960. It also didn't mention which moderator actually banned the user. it somehow proves forum hide moderator's UID. A topic does not have User ID a topic only has an topic ID. Since a topic is not a user when moderators remove a topic it only shows the topic ID and does not shows any User ID.

I also came across a strange log entry marked "remove," yet the topic still exists. It might have been restored, who knows?

I suspect that if a topic has previously been acted upon by a moderator or staff member such as being moved, restored, or edited, the "by member #ID" field shows a value of #0 because the topic is no longer attributed to a single author. This also occurs with log about users who got nuked, where the topic ID appears as #0, indicating that the mod's action did not target a single specific topic. My point is:, the modlog can't show more than one user ID or topic ID in a single line.
