That method isn't necessarily effective, unilateral decisions don't make customers satisfied with their cases. Especially when the ones harmed are the customers. There's a possibility the customer is right, or maybe the customer is just trying to find loopholes in the casino system for their benefit.
Third parties play an important role in cases like this. Even if the outcome isn't transparent, for us who see the case resolved not based on a unilateral decision, I think that's already pretty good.
