Having a license in general is a huge step above the majority of casinos I feel like, but even that doesn’t always give them the credibility and the trustworthiness that they would hope for if they can’t act accordingly. I wonder who is the most credible and trustworthy crypto casino / operator?
If operator you mean a game provider, then both (casino and game provider) require a license to build trust among gamblers. For example, if an audit of Pragmatic games determines that their games are fair, honest with their advertised, and safe for users, this will boost user confidence if Pragmatic safe to play because has been audited and the provider holds a license from the licensing authority. Meanwhile, casino is the place where games will be played and where gamblers funds held as deposited money there, a license is important to ensure third-party assistance if in the future will be an allegations of fraud or other issues. This serves the interests of both the casino and the users, meaning both parties (the casino and the gambler) require audit information and licensing details to meet their respective needs. if the operator is License authority, i believe gambler will be prefer to play a game with knowing license authority than the new with because of old authority already have a credibility scores by gambler. IMO

Now if a Casino Site provides a Game, where that Site has a License, but the Game does not have a License, then who do you think will actually take responsibility if there is a problem with the fairness of the Game in the future? It seems to me that this responsibility and the mistake that has been made will be the responsibility of the Casino Site.

Makes sense, and I'd say it's in the casino's own interest to check a game before adding it, since players will blame the site first if something looks off. Whoever supplied the game, the reputation hit lands on the casino. So a smart operator should want some proof the game is fair before putting it on the lobby.

Let’s start with the basics! In the gambling industry, there is a clear distinction between licenses:  B2C (Business-to-Consumer), for casino operators themselves and B2B (Business-to-Business) -for software developers and suppliers (providers).
Who exactly issues licenses to game providers?
Licenses for providers are issued by the very same government agencies and regulators that license casinos, but under a completely different type of program. While a casino receives a B2C license to operate with players, a software developer (such as Pragmatic Play, NetEnt, Evolution, Hacksaw Gaming) receives a B2B license (Software Supplier License / Gaming Service License)

a casino license lets the platform legally operate and offer gambling, while a game provider license covers companies that develop and supply the games.
