The problem is, who can the people complain to? If the government itself is the abuser of power, then where can the normal individual seek redress for such violations?

I still believe there are still good elected people in office that people can rely on or probably an influential critic that will push it. It's not like we got them in extinction.

They make money from all of that illegal sh*t that they are doing, and it's possible that there are already good lawyers that will protect them, or they will let them go even if they are caught doing it.

Regular people get punished, probably unfairly for online gambling if suspected or caught, yet somehow we will see an operation like this and ends up running inside a military facility. It really makes you wonder how they operated there without anyone notices wrong.

Tbh, arresting those people shouldn't be the main point of this. They need to find out who's actually behind this or whether anyone that has more power is involved. I get it on why people are frustrated these days globally. What's the point of these strict laws if ordinary people start feeling like it's just enforced against them or to broaden the self interest of their leaders? It’s a funny joke, haha. But the reality is that what happens behind closed doors stays there until someone risks revealing the truth. And simply telling the story isn't enough; you need proof, or else you’ll be accused of and charged with slander. I think this surfaced purely by accident and wasn't meant to go public, but the one thing I’ve taken away from this is that there could be countless places like this that we simply never hear about. Who knows what kind of massive sums are involved potentially tens of billions of dollars by global estimates, if not more.

I think, according to his post in the thread, TNI stands for the "Indonesian State Army."

I'm not even surprised because it is common for those who make the laws to be the same people who break them. This is one of the reasons the world will never be completely fair. They make laws, but those laws often don't apply to the people at the top. They never set a good example of what they expect others to follow..Things like this happen everywhere, even on this forum.  .. I've always said that when governments try to portray gambling as the cause of their problems, it is either because they want to control it for themselves or because they want to benefit from it. Gambling itself is not necessarily the problem; the problem is how players approach it and whether they can control their bTehaviour.

Corruption is corruption and if there's one thing I have learnt so far about corruption, it is that, it is those in power that perpetuate it the most using their means.
As it is this case, maybe the culprits would be left off on less punishment because of their status or godfathers backing the operation whereas any civilians or ordinary citizens gets to receive stiffer punishment because they got no money enough or political influence backing them or Godfathers.

It's just the way it is and I think the best solution is to create a plain field where gambling operators can operate and gamblers can gamble without fear of being arrested.

Indonesia have not been a friendly place for gambling as all form of gambling still remain banned there, so anyone living there and getting involve in gambling already know that they are taking risk. They ought to weigh the consequences of being caught and also check the possibility too through stop and search by the police if such is permitted in the country. I will not advice anyone living there to gambling since the government made those laws. I don't know if the ban of gambling in Indonesia is on religious ground but if that is not the case, people can rally round their representatives in government to get the law soften.

There is no room for doubt, it's obvious that those in power are involved otherwise regular or normal people would never be able to run a whole system while sitting inside a military facility, and this happens in almost every country, I believe. Laws and rules are considered to be for the regular people, anything that is prohibited for the general public is secretly done by the elite class and those in power, and guess what? They don't get punished even if they are caught and exposed, because they control the whole system, there is no one above them to hold them accountable for their actions and punish them for their offenses and going against the law.

In most or almost all of the third-world countries, there are so many businesses and things that are generally prohibited, but then there are those who are in the government or in power somehow, like military, police, or any other force or institution which gives them enough power, they run those businesses secretly by hiring people to operate on their behalf. It really helps if you explain what TNI Official is for people who are not familiar because my first question was: is that a company? An official organisation? A TV network? Had to do some searching before realizing that it's actually the army headquarters being raided by the army. That's pretty shocking and goes to show how corruption has seeped into every part of the country. Whether it's a civilian government or military, there are people that start to abuse the power they are given and effectively act like a cartel. No doubt raids against "competitors" were carried out from this location as well. The investigation and punishment should be transparent though because that is the only way to restore any lost trust in the army.

Even if they did not make the punishment transparent and announce to the public that they punish them in the way that they should be punish, I will still believe that. Because due to the increase in the rate of corruption, I doubt if some countries are going publish such news especially that it concern the military agency. This shows that the leaders of the country are following and respecting the law. They practice justice and equality before the law. Using the military as an example will make the civilians to follow all the introductions given and the rules provided. The military force may be the ones punishing any civilian that go against the law and is involved in online gambling, and they are also guilty of the same thing. You cannot judge others when you are not perfect.

For a person who lives in a country where gambling is considered your own responsibility and, in the worst case, a disease that must be helped, the news about strong sanctions against individuals for the simple fact of gambling seems to me a totally anachronistic barbarity. And the fact that the type of activities indicated in the OP are instead overlooked are a good reason to aggravate the indignation of the general population.
