Either you're with a low self esteem or you're someone who in real life has the character of attempting to pull others down just so you can be seen and rewarded. This forum is highly a complex community to understand but still very easy to decipher an alt just by the type of threads they create and the intentions behind it.
I could be wrong but from how I see it about this thread it isn't about asking to learn but one that appears to the pulling down of others.

Forgive me but this really seem stupid because how can you be asking about what you need to do to get merit but at same time, you already pointed out that it's because of your post quality that is limiting you from getting merit. I picture a scenario of someone who's having a heavy pain on their foot but has a painkiller drug on their hands but is yet asking someone how to cure the pain on their foot,  

If you know that your post quality is not good enough, then focus on improving and just then, you might start getting merits. You don't have to be shocked by a user's earned merit. If you had also looked closely at the account you are talking about, you can see that they earned some of their merits on post submitted for meriting by a source.

A post may not look good to you to deserve a merit but that doesn't mean others will see it the same way. There are post you see that it doesn't make sense but the post may contain points that other members love . It is best you don't focused on the merit other members received but you should focus on making quality post that will add value to the forum discussion. Also it is not every post you make that will receive merit and try as much to improve your post quality that others will see your point and appreciate the post.

So likely if you are to be a merit source or you have some sMerits to send out to other users and you finds such users with the quality of posts you makes and as you confirmed it is due to poor quality of posts as yours, you mean you are not going to give such post merits?
Yeah it is fair enough to have those that are sincere if you would say Yes. And then you should not be surprised why why you are not earning merits.

Imagine if you can confirm your post has low quality posts, of course where it has become obviously of low quality posts that means it will be difficult to earn merits.
I will also tell you OP that one user does not have the mandate to decide which post is quality and which one is not on making public opinions.

So will advice you focus on building your impact with resourceful informations that may be useful to the community or individuals.
I checked the receive merit history of the Queen Julie in question and I found out that she had also been received merits from some many repeatable and experience OGs of the forum which obviously means she does not cheat on her merits. Except you say those who merits her posts are the cheats.

Don't stress OP, I trust that an improvement on your post quality can actually earn you merits.

OP it seems like you're reporting the user, well you have to do your best to start getting such amount of merit that is if you feel your post quality isn't that good. We should not see everything as a competing instead we improve on ourselves, not defending anybody though but this is going to another direction and from how it is users will start joking around with this thread. But your account is still new so you have so much to do in a more effective way to be given the merit that you deserve and I bet you things will turn out to be good for you and all these merit this and that about another member would disappear from your thought if you improve on your posting habit.

I also see individuals like these as attention seekers more than any thing and when people like this announce themselves with a funny thread, it doesn't take long before their true motives gets called out. Many newbies find it boring posting without getting merits and it can be exhausting too but I don't see any reason why that will push anyone to start concerning themselves with another person's business..if the OP is curious as to how the user he called out gets their merits, I feel that he can just go through the person's post history and learn what that person is doing right and follow..

You'll notice merit comes not necessarily because of quality. In the first place, quality is subjective. Perhaps you only need to exert a little more effort, make your post a little helpful, or perhaps you need to belong to a tribe.

Anyway, here's your first merit. That's to prove it's unregulated, and that it can be given as a gift, or for sucking up, for being naïve, for being malicious, funny, or for whatever reason.

OP, forum members award "merits" for posts they find helpful, informative, or otherwise constructive. It is a subjective process that varies from member to member and can't be strictly defined.
The only thing prohibited by the forum rules is buying or selling merits; everything else is left to the discretion of the forum members.
Commenting on other members and questioning why they received merits is not particularly productive.
Instead, focus on your own contributions to the forum; sooner or later, other members will recognize your efforts and the quality of your posts, and reward them with merits.

Congrat op! At last you have finally gotten one merit you have been looking for after almost a year.  I suggest you are curious how people get merits here, that isn't what should amount to any form of drama. First, you need to be very consistent here to enable you learn more from other user's. Then maybe overtime, after you might have gain more knowledge by following up as usual, it will start reflecting automatically on your post quality and this is what actually attract merit, not by causing drama or showcasing some kinda negative energy. Just ensure that your posts are contributing to the forum and there is no way you wouldn't get merits in return.

Absolutely nothing, just be helpful on the forum, it's one of the fastest way to get free merits, when new or old members are seeking for solutions and you are able to give good information even if it's not a total solution you will likely be merited.

You want my advice? Don't even think about it, be more active and engaging in discussions on the forum and see the magic plays out by itself and also make share you share information about your personal life relating to crypto and the Blockchain.

This is what I love to do, I have mining rigs and I shared about them on the forum, I got merited from them, it's all about your flow and engagement on the forum, make it counts and expect nothing back..

You clearly have the answers to your question, so why bring up some other person into the topic? Your posts are not entirely bad but requires a little more consistency with your posting, we are all strangers from different locations working together for a specific purpose, that should be the focus and not trying to bring another account down with this post.

Going through @Queen Julie account, there are a good number of posts that deserves merit without any doubt, you could do better with your complaints.

You can’t compare yourself with someone else. He might have friends or well-wishers who have been sending merits even on a normal post that I don’t consider a quality post. Like on your post, someone sent one merit, and even I don’t consider any merit asking for a quality post.

So instead of asking about merit, focus on developing your knowledge from the forum and try to contribute. If you bring something useful to the forum, then the forum users will definitely appreciate you. I really don’t like to see merit posts from the newbie.

I have read through you post history and can easily state this is not your only account in the forum. It seems as though your intention was to create this "Luke3bird" account for the specific intention of one day enrolling it in signature campaigns in order to monetise it. Now that you have brought attention to yourself, (even if you ever made Full Member rank) I doubt any decent campaign manager would even think about accepting your applications.

Sometimes people award a merit to users base on the point of view of the article, even though the sentences is not self explanatory..why some in the local boards award merit to a post they come across in a thread they like in their local boards...but for the aspects of the users you made mentioned, the merit he earned almost 90% of it comes from his local board...So that's one of the advantage of been active in  local section..

I will encourage you to advance your post quality, so that you can be able to earn merit instead of counting free census to merit earners in the forum..also make yourself visible in your local board by posting relevant comments...

Kidding aside. Don't post too much in the gambling discussion board because it's one of the boards where it's hardest to earn merits.
