Unlike traditional banking where clients have only a few account numbers, with Bitcoin people can create an unlimited number of accounts (addresses). This can be used to easily track payments, and it improves anonymity.

You don't really speak English very well either, but my experience regarding Bayer is the same as yours. He never got my money because there were too many red flags, but I suggest anybody trading with him have him send the money first. He said he's nick is lox on Bitcoin-OTC, you should probably get him to verify that as well.

IF you paid with paypal, just do a chargeback. Only an idiot scammer would try to scam you selling bitcoins for paypal.

I believe he will transfer the money out of PP the moment he gets them. I'm not sure if he uses the account more than once either. He sent me one address, but then he said he couldn't log into it so he just made another. I suspect PP had closed the first one.
