Ì don't understand half of what you're trying to say I guess, but it seems like you don't know much about bitcoin so I recommend you read this:

check the bitcoin client and see how many confirmations it has. once it has reached 6, it's confirmed, and the buyer should send you your money

It is pitch black. You are likely to be eaten by a grue.

Lemme get this straight. You paid him $20, and he was supposed to send you 5BTC. But, you haven't received them yet?
When was the deal?

BitCoins transfer nearly immediately. It's the confirmations that hold up using them. Your "recommended fee" is just when you send BTC, it has nothing to do with coins sent to you. That would fall on him.

If you don't receive them in the next 24hrs or so, I would get in touch with PP to get your money back. Even though the *higher* risk was on him because of chargebacks, this is the sort of problems from using PP. I would avoid it in the future.

If you contact paypal, I wouldn't drop the B-word anywhere. Paypal doesn't like bitcoin very much...
