Don't get it! How will moving overseas and incorporating offshore help Chinese bitcoiners?

Won't the Exchanges' overseas accounts IBAN/SWIFT will be blacklisted eventually??

It's like trying to fund Bitstamp from your Australian bank, they won't process it.
