There are several different types of Bitcoin clients. The most secure are full nodes like Bitcoin Core, which will follow the rules of the network no matter what miners do. Even if every miner decided to create 1000 bitcoins per block, full nodes would stick to the rules and reject those blocks.

There's nothing stopping people from solo-mining while they wait for pools, it's really not hard.

conf file for solo mining is in the wallet download.  Just copy that to %appdata%\GlobalDenomination, restart the wallet and start mining to http://localhost:38347 with user=user and pass=pass

That makes no sense. Setting pools up is an entirely different task from solo-mining on a windows box.
