quick question

if I lock my wallet does that still allow transfer in, but not transfers out?

Simple answer: Yes.

You will receive a public address. Anyone can send to that address. When you load your machine up and load the BlockChain, the Bitcoins will show up within your wallet.

Simple answer is yes, since your wallet is password-protected and no one can access your private key.

Complicated answer is not really, since you can still export the private keys and then lock the wallet, then import the address somewhere else and spend the funds there.

Right, the transactions happen on the blockchain.  it just means transactions cannot be made from your wallet while it's locked.

When you lock your wallet, this only prevents you from sending funds FROM the wallet. Your public addresses will continue to receive funds exactly the same, and are not affected by whether your wallet is locked or not.

When you lock wallet, you can only stop sending out from your wallet address, but you cannot stop receiving money.

Plus all above ..Locking your wallet prevent you to do mining process specially with POS coin but still you can receive transaction in ..but you need to unlock it to send out ..

How can you prevent this?

This is not true.

Locking a wallet does not prevent sending from the address, it only prevents sending using that wallet software program.  If the private key is imported into another wallet, then the bitcoins can still be spent.

If the computer is offline can i accept bitcoins?

Yes.

You can also send bitcoins if you use a wallet such as Armory or Electrum offline.
