I mean bitcoin's proof of work can act as a timestamp mechanism for more than just bitcoin.

With Bitcoin blocks coming out every ten minutes, an altcoin that quoted a recent bitcoin block's hash would contain a reference to that ten-minute period.  You couldn't generate the altcoin block before that period arrived.
