Well it is an easy calculation actually, find out the maximum wattage that your R9 280X is going to pull (should be found in the techsheet), add it to the wattage all the other components in your PC will pull, add another 100 watt as buffer and the result will be the wattage of the PSU that you should aim for. As far as PSU manufacturers go I made good experiences with Enermax, Thermaltake and Sharkoon PSUs.
On a sidenote though: To my knowledge all the algorithm will run your GPU hot if you let them. It's more a matter of the mining software settings than the algorithm. Which brings me to warning you that you probably should not mine SHA 256 or SCRYPT coins as ASICs have taken over for both algos making GPU mining unprofitable. So you might want to look into X11 algorithm coins.
If you haven't actually bought any parts for the rig and plan to use it just for mining I'd suggest taking the money and investing it into a decent ASIC machine.
