É possível instalar o minerador e a Wallet no Windows Server 2008? outra questão é possível instalar placas de video nele?

Transactions must be included in a block to be properly completed. When you send a transaction, it is broadcast to miners. Miners can then optionally include it in their next blocks. Miners will be more inclined to include your transaction if it has a higher transaction fee.

Perfeitamente!
E dependendo a versão escolhida, você até consegue um desempenho semelhante ao do Linux que o povo diz que tem um ganho (Em geral, não é ganho algum, exceto no Ethereum da Minergate).
Mas o Windows Server é muito mais estável do que os outros sistemas, até pq é um sistema pra ficar conectado 24/7.
Ele tem performance boa com qualquer processador, pois tira proveito ao máximo, seja Intel Xeon, AMBosta ou Intel Core i.
