Setting up a BitCoin Casino from Costa Rica

Hi!

I am trying to set up a BitCoin casino out of Cost Rica. I am bit confused whether I need a 'data processing' licence or not. Most layers in Costa Rica claim that I need one, however fastoffshore.com claims that such a licence does not even exist (http://fastoffshore.com/what-we-do/packaged-services/costa-rica-data-processing-license - second paragraph).

As obtaining a data processing licence is by far the most expensive part of setting up the casino I'd really like to know what is going on.

If somebody can give me a clear picture I would be really thankful.

There are no rules prohibiting on-line gaming or requiring a licence for these activities.

Due to the large number of sports-books in the country, the government has created a tax for companies that have local operations based on the number of people they hire.

Costa Rica's tax structure is based on the territorial principle. Therefore if a specific company is acting outside of Costa Rica, they are not affected by Costa Rica's tax regulations.  To resume: If no income comes into Costa Rica, no taxes are due in Costa Rica.
