If the exchange website do no handle fiat, then it is a lot cheaper and easier.

You can either hire a team of developer to work on it or buy pre-existing one. To operate one successfully, you will need trust, good marketing effort, competent administrator and support.

Yeah, development is expensive. If you were to run an exchange you'd also likely need a good knowledge of what you're doing with the protocol and development aspects of it.

On a simple way it is really a cheap but includinng exchange may call more bitcoins into it. But that will definitely give you return on investment.
