Previously MtGox did not have a posted Terms of Service (and I don't think Privacy Policy either). They are informing their customers what the terms will be before they go into effect.  This is a reputable business practice.

Money transfer laws are very strict.  Bitcoins are not clearly defined as money yet, but the dollars that are exchanged for them are.  Therefore, to be a longstanding, stable pillar of the Bitcoin world, MtGox is being smart and complying with international banking regulations.

That's a weird rule.  It's under Intellectual Property and Linking on https: //mtgox.com/terms_of_service (space added so it is not a link )
