It's possible to have it reduced significantly by being whitelisted, though personally I rarely do that on request, better to have someone vouch for you.
What would the requirements be to get whitelisted, and what would happen when someone vouches for you?

Would this remove the posting limits?
Valid reasons, the person, I think preferably trusted among the forum would guarantee you won't spam up the forum. There isn't posting limits, only posting intervals.
But if someone was trusted on these forums, wouldn't they generally have been here for long enough and posted enough so that whitelisting someone would be pointless?

Just do it as everybody else, wait for your turn meanwhile be part of community. I remember long time ago when I was angry at those obnoxious limitation myself. But it was long time ago and I forgot about it already.

Please take note that I am not saying about the person who is getting whitelisted but another person who knows him well either online or in real life.

We can whitelist users, but their position remains same.

Are there any other effects of being whitelisted , other than a reduced posting cooldown ?

A moderator bestowed custom privileges could be useful.
EG :- An established member wishes to make a new official account for their site , they could have the same posting cooldown as their main account would have and also be able to put a link to their site in the signature immediately.

No longer active on bitcointalk, however, you can still reach me via PMs if needed.

I don't really know. I rarely use that feature.

I would like to see a feature when a user could pay a small amount to the forum in order to have the posting (but not PM) limits lifted. This would still limit the number of scams by preventing people from scamming via PM, and making it expensive to even to try to scam in public, and generate some level of additional revenue (that the forum may or may not need) in the process.

The problem is newbies do not have much BTC. If newbies want to post urgently, they can't reduce the time limit. Whereas, if a spammer want to spam up the forum, they can create new accounts and spam up the forum. This isn't very expensive.
