Why wouldn't he get 1:1, or close to it?
If he has the receipt, its not a huge deal, actually.

It's fiat but not really. Just like paypal. Gotta load a card or paypal then withdraw it or just spend it as is. The point is there are fees associated with it compared to going straight cash. You know?

I use ATM to withdraw PayPal funds, ATM charges $3 and PayPal charges like $1.25, so I'm really only getting like 4%, but looks like he got it anyway, and it was just my offer, no one said he had to take it.
