Your assuming and extrapolating (like many do way too much on here!).    If the water in Detroit is cut-off, one can imagine somewhere on the other side of the world people saying "No water in America?!?!"   It doesn't imply necessarily that there is no water in the ENTIRE USA, or no water in North or South America.
