I don't have a Visa, only American Express, so I use ACH without a verified card to make Bitcoin purchases on Coinbase, but ACH is slow. Is it possible to use a Visa prepaid giftcard for instant purchases on Coinbase?

I would think that they would be able to tell when a Card is a prepaid card verses a actual credit card.

I think you should apply for a credit card at a bank that offers no annual fee credit cards as there are many. If you were approved for an AMEX then you would probably get approved for a VISA as well.

The Amex Card is a debit card. I can't get a credit card because I'm not 21 and the fools in Washington think they are qualified to make my choices for me.

No, your credit card is only use as a backup on coinbase. In other words coinbase will try to debit your bank account first, and if this fails then they will charge your credit card. I think having both a bank account and credit card linked (and you pass their internal "risk checks") then they will allow instant purchases of bitcoin up to certain (low) limits.
