As more people participate more shares are issued. As more shares are issued,  less coins per share are given. This expands the distribution!

The OP has been updated to add more clarity.

The free shares and paid shares come from the same pot of 1.25 million coins. There is no limit on the number of free+paid shares that can be issued. The more people who participate, the fewer coins you will receive per share. The bonus of this is, the more shares that are issued, the better distributed the coin is!
