So I downloaded the windows wallet, how do I import the address i received the IPO coins onto the windows wallet from vialectrum wallet?

Definitely false. These are built using gitian in a VM on linux. I've switched the download the the 32 bit version which virus total seems to like:

EXPORTING PRIVATE KEYS FROM VIALECTRUM

Just right click your address and select Private Key. You can then import this to Viacoin-Qt

The pools are saying that they cannot connect RPC...

I had the same issue with a couple of the pools. Using http://via.oominoo.com without a problem.
