Non-Member level 38 magic pure. It does have level 10 defense however because that is the requirement to wear the best non-members mage armor which is won through the Fist of Guthix mini-game. And this account was made for dueling

There are several different types of Bitcoin clients. The most secure are full nodes like Bitcoin Core, which will follow the rules of the network no matter what miners do. Even if every miner decided to create 1000 bitcoins per block, full nodes would stick to the rules and reject those blocks.

No, accounts are only eligible for a name change every 28 days though.
