Hello,
It will be good if scams are reduced to minimum of course, but about the amount of 0.02 BTC per loan is too little. In my opinion lot of people will need loan for much more BTC.
If you provide the right collateral you can get more. this is my point of view. I have been working in a bank for 2 years and know lending and loans 
People need sometimes money fast to fix some problem in their lives.
